  1. Should the developer's design plan for the Cooper Apartments site include an administrative building? Yes
  2. Does CHA prefer elderly or family-style units on the Cooper Apartments site? An elderly or mixed development is preferable
  3. How many residents at Cooper Apartments are elderly? 29 residents over 62 years of age and 11 residents with disabilities
  4. How many ADA units are located Cooper Apartments? None
  5. What is the occupancy at Cooper Apartments? 59 units are currently occupied
  6. What role will CHA and Recap Advisors play in the RAD transaction? Recap Advisors will serve in a consulting role to CHA during conversion
  7. Has the HUD Demo/Dispo application been submitted and approved? Not at this time
  8. Does CHA have tax credit management experience? CHA currently administers 293 tax credit units that were completed in 2023 and 2024 (Cleveland Forward One and Cleveland Forward Two).Cleveland Forward One and Two are contracted with Hayes Gibson Property Services for the management of both properties with CHA serving in a sub-management role.
  9. Does CHA see itself procuring third-party services or will the developer have that right? The developer will have the responsibility of procuring third party services
  10. Is the developer required to implement or commit all three programs MBE/WBE/Section 3 to receive the 5 points? No
  11. Is the MBE/WBE utilization plan a HUD requirement? Although MBE/WBE is encouraged by HUD it is not required
